Record the opportunity title, identifier, funder, publication date, source URL, current status, and every known amendment or related attachment. A copied excerpt is useful for orientation but cannot establish which version governs.
Check the funder or submission portal again before making a final eligibility or deadline decision. A later amendment or attachment can change the working requirements.
Separate extraction from interpretation
The first pass should make explicit language easier to find: deadlines, required documents, obligations, restrictions, and context that needs review. It should not decide whether the organization qualifies, whether a cost is allowable, or whether a draft will satisfy reviewers.
Keep the exact source wording and location beside every checklist item so a responsible reviewer can confirm the meaning in context.
Review the highest-consequence items first
Start with information that can make an application late, incomplete, or ineligible before the team spends heavily on drafting.

Work through the unmatched context
Do not stop after the obvious categories. Definitions, exceptions, tables, footnotes, scoring criteria, incorporated regulations, and references to other documents may carry the most important qualification.
A large Review queue is preferable to false certainty. Resolve material lines against the complete source rather than forcing every sentence into a requirement category.
Build an owned application checklist
For each verified requirement, record the owner, internal deadline, source citation, completion standard, dependency, and evidence. Separate application tasks from post-award obligations so the correct team accepts responsibility.
